Governance and Quality Standard for Educational and Training Institutions

Purpose

Defines the minimum governance, management and quality system an institution should operate to ensure clear accountability, reliable learning services and continual improvement.

Mandatory requirements

1. ORG-4.1 The institution shall document its governance structure, authorities, responsibilities and escalation lines, including who may approve programmes, assessments and credentials.
2. ORG-4.2 The institution shall maintain measurable annual objectives linked to learning quality, stakeholder satisfaction and compliance, and review them periodically.
3. ORG-4.3 The institution shall maintain an organizational risk register including owner, controls, inherent and residual ratings, and follow-up actions.
4. ORG-4.4 The institution shall ensure adequate human, financial, technical and facility resources proportionate to its scope and learner population.
5. ORG-4.5 The institution shall operate documented arrangements for complaints, appeals, learner protection, record retention and confidentiality.
6. ORG-4.6 Management shall periodically review performance, quality and compliance and issue improvement actions with named owners and due dates.
